It said royalty free sound effects. I think non-Audition user can use it as well but it'd be good you put their terms of agreement in your game folder... or just don't need to.

Well... a lot of people use one of Adobe software... the Photoshop. If you use Photoshop, then maybe you can claim you can download resources pack?
Otherwise, it's a fault for Adobe for not classifying who can use the sound effects suitably. I think anyone can use this sound effects.
