Scaling down in Visionaire because you've made the images too large is counter-productive in regards to making your game as optimized as possible.
While it's possible to scale images & animations up or down with script in Visionaire, I would instead recommend checking out XnConvert & batch resizing them all down to the intended size - you can even convert them to webp format in the process which should reduce the file size down even further.
Here is the link to the guide I wrote on how to use XnConvert for batch converting images & animation frames into webp format. You will have to lookup a tutorial elsewhere on how to transform the size of the image using the actions tab, but it's easy to figure out by yourself anyway. There's a link to the download page for XnConvert on the tutorial page - don't worry the program is 100% free & it's really good.
Quick note: you don't have to use lossless export option for webp, feel free to use lossy if you want to even further reduce the file size of images & animation frames - however I can't guarantee the quality will be exactly the same standard as the original png if you use lossy option, but feel free to experiment.
